Reserve C.D. force floated

PA Wellington A large reserve force has been mooted to handle New Zealand civil defence emergencies in the wake of the San Francisco earthquake.

The president of the Federation of Wellington Progressive Associations, Mr Dennis Duggan, in proposing the reserve, said at the week-end that the existing civil defence set-up would have little chance of coping adequately if a big earthquake hit Wellington. The Secretary of Defence, Dr Basil Walker, described the reserve proposal as “a very interesting idea.” Mr Duggan said the present civil defence system, which saw responsibility falling on local bodies, was costing ratepayers millions of dollars.

“It was always painfully obvious that the organisation would be found wanting if a major disaster occurred, especially in a well-populated area,” he said.

Civil defence should be the responsibility of the Government and should be under the control of the Ministry of Defence.

A volunteer reservist force of about 20,000 fully trained people with a range of skills was needed. It would work on the same principle as the territorial forces.
