Russell Arthur I am married with two adult children and five grandchildren. I was born in Kaikoura and have been in the building trade for 32 years. I am prepared to listen, discuss, to work with others, and visualise the council should make steady progress in local amenities. I would communicate with staff and the community and assist local business, farming, fishing, industry, tourism and sporting bodies. I am concerned about GST on rates, loss of services, regulations on rural slaughterhouses, hospitals, unemployment, recreation and the future after the National Roads Board ends. I am on the Kaikoura Volunteer Fire Brigade, have served on the primary school committee, high school board of governors, was charter secretary of Lions Club, Rugby Club president, club captain and delegate to the union. Maurice Bradshaw I am married, aged 56, and lived in Kaikoura for 28 years. My interest in council work is a continuation of community service given over 20 years supporting my four children as they grew up in Kaikoura. r served on the primary school committee, and high school board of governors as a member and chairman. I was leader of cubs and scouts over 10 years and am a member of St Peter’s Anglican Church Vestry. Kaikoura is undoubtedly in one of the most spectacular parts of

the country. The majority of Kaikoura people are caring and concerned for its future. It has suffered as a rural town for at least 15 years as a result of influences which it does not control. The new council will have to come to grips with a new set of rules. I will place emphasis on the proposed marina and activity which would promote jobs and allow more children to make it their home. Don Cameron My previous local body experience has included three years on the council representing the Clarence riding. During this time I have also served on the forestry and works committees, as well as spending 18 months as deputy chairman of the Kaikoura District Noxious Plants Authority. I believe having some experience in local government will enable me to make a positive contribution to the running of the Kaikoura District Council. At 33 I am one of the youngest candidates standing. I think change can be a positive thing, approached with an open mind, and managed efficiently. I believe in local government being just that — local. The only people who know what is best for Kaikoura are the residents. I feel that service deliveries, such as noxious plants and pest control, should be delegated to the Kaikoura District, not to the Regional Council. I am a farmer, married with two children.

Keith Crawford I am aged 6 L retired,

married with an adult family. With the local government reform dramatic changes have placed an extra burden on the District Council. The future will be a Challenging time for staff and council members alike. I am prepared to meet this challenge. I have completed a year on the council and have become aware of the diverse and sometimes complex issues that arise. I have tried at all times to make a fair and unbiased assessment of the facts. Being both a rural and town ratepayer I am constantly aware of the main concerns in both areas. County roads and bridges and the town water supply are the main issues where continual upgrading must be effected. Greater efficiency in all spheres is a top priority. I am at present chairman of the Beautiful Towns Programme and community council representative on the county library and Kaikoura Promotions. John Diver I am 31 years old, married with one child. I am employed as an electrical inspector-service-man for the North Canterbury Electric Power Board. In the nine years we have lived in Kaikoura I have become involved with several sporting bodies — coaching, playing, refereeing as well as committee matters. I was involved with the sport and recreation committee for two years until it was disbanded and am at present oh the Communty Council. I am standing as I like being involved in community issues and

problems, but I have no predetermined policies. Each problem must be taken as they come to the fore as there are always two sides to a problem. Helen Dowle Having lived and worked in Kaikoura for 12 years I believe the strength of the district lies in the ability of the different factions working together, in particular, the rural and urban communities. Lately I believe there has been a significant gap appearing between the two which I feel needs to be bridged. I believe the council needs to have a balanced representation of age and sex; that councillors need to be able to listen to their constituents, and make reasoned decisions taking into account both commercial and community interests. I am aware that Kaikoura like all small rural based districts has severe budgetary constaints on the provision of services and council should work within them. I will work toward encouraging a caring and vibrant community. Bill Dowle For some years I have been concerned as a ratepayer about getting value for money. I felt the best way to find out why the council cost so. much to run was fori me to become directly involved. I feel it is; time for some new faces at the council table, with new ideas and some who are younger. Getting the job done efficiently with the minimum of cost does not seem to happen in local government. I can v: ■"4

see no reason why an organisation can not be efficient and cost-effec-tive. .If the incoming council is not cost effective I can see us losing our local control, probably to be run from Blenheim, and that would not serve the interests of the people of Kaikoura. Kaikoura needs to move ahead, we need to encourage more permanent people with spending power to the town to produce jobs as well as enticing visitors. I am club chairman, district secretary, district vicechairman and regional vice-chairman of Young Farmers, branch chairman of Federated Farmers, and secretary of Kaikoura Search and Rescue.
