Some 10 to 15 per cent of arable farmers were now facing some form of restructuring, the briefing papers said. Deregulation of the wheat industry had coincided with a world downturn in grain prices and increased international competition in alternative crops. With the exception of wheat, the arable industry In New Zealand had operated historically in a
deregulated environment, the papers said. The established and specialist arable farmers with above-average production were at least maintaining their position in a period of reduced profitability. Those who had belowaverage production,’ or who had increased farm debt in the last three years, comprised a group whose finances were deteriorating steadily as ..cash losses accumulated.
