Sir,—Those who once took for granted that a lost purse would be returned intact, doors could safely be left unlocked and a walk after dark did not carry fear of assault, patiently wait for a return to a social programme that will produce reasonably lawabiding citizens. We hear promises to increase police numbers and legal penalties. Will this change basic attitudes of lawbreakers? Despite the growth of behavioural science, little is done to deliberately influence character development of the young on a national scale. Should not training in citizenship rank

equally with science and mathematics if we are to live in reasonable harmony? Hopefully, a future philosophically minded Minister of Education may take a lead by -designing a long-term programme.
