$2.2M council, works debt for Waitara outfall ‘paid’

PA New Plymouth The North Taranaki District Council and the Waitaki International freezing works which owe $2.2 million on Waitara’s ocean outfall have had the debt absorbed by other users, according to an official. A former Waitara regional waste-water studies task force member, Mr Dave Bunting, of Wellington, said the debt was picked up under terms of agreements between the council, the freezing works, and subsequent outfall users.

Mr Bunting said there was no suggestion of a

trade-off between the Government and outfall users on debt sharing. The Cabinet has recommended a new, longer waste-water outfall be built at Waitara. It will handle North Taranaki waste from domestic, petrochemical, and industrial sources.

The existing outfall was built in 1978. Original users were the Waitara Borough Council (now part of North Taranaki District) and the freezing works.

A 20-year term loan for it was taken out. It was envisaged the life of the outfall would be at least

as long as the term of the loan.

The Cabinet report recommended a new outfall, saying the existing one was defective.

The amount owing on it was about $2.2 milliori, according to sources quoted by the “Taranaki Herald” newspaper. That will be shared by Synfuel, Petralgas, the council, and the works. Motunui Co-operative Dairies, Ltd, is included in plans for using the new outfall, but is not part of the debt sharing, Mr Bunting said. Mr Bunting has finished his involvement with the task force study on North Taranaki Waste-disposal options. Since the release of the Cabinet report, responsibility for planning the proposed outfall has been given to the Ministry of Energy.

Mr Bunting, Ministry, and user group representatives met at the synfuel plant, Motunui, on Tuesday to discuss implementation of plans for the outfall.

Debt-sharing had to be considered, because the debt was not going to go away, Mr Bunting said. The fairest way to apportion the debt was to spread it among the users, he said. The council and the freezing works will still have to contribute large sums of money to the new proposal. y ‘
