England on spot over rugby tour
NZPA Los Angeles England will try this week to amend the Commonwealth Games code of conduct, the African sports head, Abraham Ordia, said yesterday. “They say they’re going to try and change it, but won’t say how,” Dr Ordia said. The move is expected at tomorrow’s general assembly of the Commonwealth Games Federation, at which the England delegates will also be asked to explain their attitude to this year’s England rugby tour of South Africa. Dr Ordia said the England amendment was-first suggested at a meeting in London in March of the federation’s advisory committee. “That’s the executive of the federation and the amendment should have been discussed there,” Dr Ordia said. “Then it should have been sent to all Commonwealth countries so there could be some discussion on it before it comes time to decide.” England’s Commonwealth
Games Council strongly opposed the adoption of the code of conduct in Brisbane two years ago and said at the time it would not abide by it. New Zealand also opposed it but did not vote against its adoption. Dr Ordia said he did not want to prejudge England before the meeting. If the
federation is not satisfied with England’s explanation of its stance on the rugby tour it could face being banned from the 1986 Commonwealth Games in Edinburgh. “I have an open mind and don’t want to prejudge the issue,” Dr Ordia said. “We want England to give an explanation. They say they did something. We want to know what it was.” The code provides for expulsion of member countries for “gross non-fulfilment” of the 1977 Gleneagles agreement. “We recognise that rugby is not a games sport and that the (England) Commonwealth Games Council has no control over rugby and we recognised that in Brisbane when we drew the code up. “England did not even vote on the code of conduct and said they were against it but they knew what it contained. They know it provides for a course of action in the case of nongames sports,” Dr Ordia said.
