Sir,—Sir Robert Muldoon’s statements about the extent to which the Gleneagles Agreement committed signatory Governments to be active in restricting sporting contacts with South Africa differ from those of many other signatories. Sir Robert made the final amendments to the draft of the written statement under pressure

from other Commonwealth countries, and with an eye on votes from rugby enthusiasts in NewZealand to whom he had made aj commitment. An agreement is basically between minds, and the written statement should mean the same to all signatories.
