TOWN AND COUNTRY PLANNING ACT 1977 HURUNUI COUNTY DISTRICT SCHEMES PUBLIC NOTIFICATION OF CHANGES WAIPARA SCHEME ’ CHANGE NO. 6 - "FACTORY FARMING" ASHLEY SCHEME CHANGE NO. 1 - "FACTORY FARMING" THE HURUNUI COUNTY COUNCIL has prepared, and has recommended for approval under the Town and Country Planning Act 1977. a change to each of the two district schemes administered by the Council. These changes propose to define and provide for -factory farming" in the Rural 1 and 2 zones of the Ashley Scheme and the Rural Zone of the Waipara Scheme. A "factory farm” is a farm or unit of production in which the operation is carried out largely indoors or in a restricted space and which is not dependent on the soil characteristics of the site on which it is situated. Council considers that such a use ought to be a conditional use for two reason: (i) A particular site may not be suitable for a "factory farm" in respect of the use of high quality soils, traffic generation, objectionable elements (e.g. smell, noise, dust) and waste disposal: and (ii) That even if a site were generally suitable for a particular “factory farming" use. it may be in the public interest to ensure that appropriate conditions are attached to any consent to ensure that potentially unsatisfactory aspects of the use are either eliminated or substantially reduced. Forms for submissions and objections (Form C) are available at the Council's offices. Submissions and objections to the changes or any parts thereof may be made by any body or peson affected or representing some relevant aspect of the public interest. Submissions and .objections shall be in writing on Form C prescribed in the schedule to the Town and Country Planning Regulations 1973 or to. the like .effect and shall be lodged at the’bffice of the Hurunui County Council, Main North Road (P.O. Box 13), Amberley.no later than 4 p.m. on Friday. May 14, 1982. At a later date every submission and objection will be open for public inspection and any body or person who wishes to support or oppose any submission or objection will be entitled to do so.
