Reagan plea for Angola aid fails

NZPA-Reuter Washington A Congresional sub-com-mittee has rebuffed the Reagan Administration by voting unanimously to retain legislation barring covert American aid to rival factions fighting the Marxist Government in Angola. The vote, by the House of Representatives foreign affairs sub-committee on Africa, was 7-0, with two Republicans voting against the Administration. There appeared little likelihood that the Administration would be able to reverse the vote in the full committee.

The Administration has sought repeal of the so-called Clark Amendment, named after a former Democratic Senator, as an unnecessary restriction on the President’s ability to carry out his foreign-policy responsibilities. It was passed in 1976 after it was disclosed that the. Central Intelligence Agency had been supplying covert aid to Unita, the National Movement for the Total Independence of Angola, headed by Jonas Savimbi. Critics of the Administration proposal say they are not against eventual repeal but that the timing is wrong.
