Mayor silent on L.P.G. plant

Foster) would say .nothing yesterday about the outcome of talks with the Minister, of Energy (Mr Birch) on plans for a bulk liquefied petroleum, gas installation at Lyttelton. town and country planning procedures for local authority consent. Mr Foster and the council’s legal adviser, Mr D. Palmer, spent half an hour with Mr Birch yesterday discussing the Petroleum Amendment Act, No. 2, 1980, which the council believes releases BP from planning procedures and puts final powers in the hands of the Minister. Mr Birch has said that territorial local authorities have the same control over pipelines now as they had before the Petroleum Act was amended. .
