Mayor silent on L.P.G. plant
< The Mayor of Lyttelton (Mr M. E. Foster) would say .nothing yesterday about the outcome of talks with the Minister, of Energy (Mr Birch) on plans for a bulk liquefied petroleum, gas installation at Lyttelton. He said, “We made suggestions to the Minister concerning the bulk installation. He will consider those and then he will come back to the Lyttelton Borough Council.” Mr Foster said that he did not know if BP which is a major partner in the Liquigas consortium planning the installation and pipeline, had given assurances . that it would go through normal
town and country planning procedures for local authority consent. Mr Foster and the council’s legal adviser, Mr D. Palmer, spent half an hour with Mr Birch yesterday discussing the Petroleum Amendment Act, No. 2, 1980, which the council believes releases BP from planning procedures and puts final powers in the hands of the Minister. Mr Birch has said that territorial local authorities have the same control over pipelines now as they had before the Petroleum Act was amended. .
