Shipping News ‘Open registry’ to remain?
Last month’s United Nations meeting on ships’ “flags of convenience’* achieved little more than creating additional dissention, according to a London report. It is claimed that the conference failed to answer the two major questions: who gains from the present system, and what would be the effects of phasing it out? The Third World nations want the open registry system phased out by 1991, while the Western nations want the open registry retained, at least until they can be convinced a better system can be developed. But Liberia, with 73.7 per cent of the world’s Open registry tonnage, and Panama, with 16.2 per cent, both dissociated themselves from the Third World nation’s views, and Singapore, with 6 per cent, did not even bother to attend the meeting. In the opposing - camp, France disagreed with the West. The French have been against flags of convenience ever since the massive ofl. spill caused by the Liberian - registered tanker Amoco Cadiz.
