Torture condemned

The United Nations General Assembly has unanimously adopted a declaration against torture, approv--1 ing the 12-article declaration by the recent United Nations conference in Geneva on the prevention of crime and the i treatment of offenders. One lof the articles says: “Where ]it is proved that an act of] torture, or other cruel, inhuman, or degrading treatment or punishment has been committed by, or at the ' instigation of, a public offi- ] cial, the victim shall be afforded redress and comi pensation. in accordance I with national law.” — New ] York.
