PORTLAND (Oregon). The Oregon State National Guard is on standby today, an extortionist having threatened to black out Portland unless he receives SCSIm. which the authorities have refused to pay. The threat was received after 11 pylons carrying electric power lines to Portland had been blown up. A letter received by the Bonneville Power Administration. a Government agency which ovides power to Oregon and Washington State, said that more pylons would be destroyed unless the money was paid.
