(N.Z.PA.-Reuter —Copyright) WASHINGTON, Feb. 2. Two senators have asked the United States Congress to allow Americans to possess as much as three ounces of marijuana at any time without facing any criminal penalties. Senators Jacob Javits and Harold Hughes have introduced a bill that would remove all Federal criminal penalties against private use of marijuana or even possession of up to three ounces on the street. There are still stiff criminal penalties for possession—ranging up to life imprisonment in some states. Senator Javits told the Senate that the recent Presidential investigating commission had found that 24 million Americans had used marijuana at least once and that there were now more than eight million satisfied users. “The legitimate complaint of American youth must be answered that those in our society who drink alcohol—some 80 million—discriminate against those 24 million Americans who may engage in the casual use of marijuana in private,” said Senator Javits.
