Finn pact with E. Germany

HELSINKI, Dec. 10. Finland today signed an agreement with East Germany for normal relations. It is negotiating a similar agreement with West Germany, which has been less enthusiastic to settle relations with Finland. The Finns started both negotiations in September last year. No diplomatic ties have existed since 1944.
The new agreement will not mean an exchange of ambassadors until it has been ratified.
