‘Prepared to negotiate’ (N.Z.P.A.-Reuter—Copyright) EAST BERLIN, Nov. 9. The East German leader (Mr Walter Ulbricht) said today that his country was prepared to negotiate a mutual transit agreement with West Germany, provided other States reduced their activity in West Berlin. Judging by previous statements on this subject, chief among “other States” would be West Germany.
In a rare television appearance, Mr Ulbricht appeared to be laying down conditions for a resumption of EastWest German talks, proposed by East Germany last month, according to Western observers in East Berlin. East Germany, Mr Ulbricht said, was prepared to negotiate with Bonn bver questions of mutual civil and goods transit,” provided that other States stop all activity in West Berlin which contradict the international legal status of this city, and damages the interests of the German Democratic Republic, and other Socialist countries.
