Construction Bill In House
(N.Z. Press 4ssociaMon> WELLINGTON, August 21. Safety of construction workers is the aim of the Construction Amendment Bill Introduced into Parliament today. The bill closes a potential loophole in the Construction Act, 1959, by making employers on construction jobs liable for safety provisions regarding plant which they hire. In the past, there has been doubt whether the employer, or the owner of the plant (bulldozers, etc.) was liable for any breaches of safety regulations. The bill, introduced by the Minister of Labour (Mr Marshall) also authorises the chief safety engineer of the Department of Labour to issue approved codes of practice for employers and workers in the construction industry. Procedures for the approval of such codes by the Minister, and for their gazetting, are set out in the bill At present, guides to safety procedures set out in the Construction Regulations, 1961, lack statutory authority. Parliament gave a first reading to the bill.
