(N.Z.P.A.-Reuter —Copyright) WASHINGTON, Aug. 20. The United States Senate has given its approval to further expansion of the Safeguard anti-ballistic missile system. An amendment to block the Nixon Administration’s plan to extend the system to a third and fourth site, while not reducing funds for the defensive missile programme, was defeated by 53 votes to 45. It was the third time in a week that the Senate had refused to put limits on America’s A.B.M. expansion.

The Administration had contended that Congressional approval was a necessary bargaining point at the Strategic Arms Limitation Talks with the Soviet Union, due to resume in Helsinki on November 2.
