Sir, —Mr Clayton states, “Our Trade Minister should know.” But does he? It appears that Mr Marshall was not informed of the Soviet diplomat’s address to the Auckland branch of the New Zealand Institute of International Affairs or he would not have made such ridiculous statements. Although we have the Companies Act, 1955, under which British shipping companies must produce in New Zealand their balance-sheets, to which our Ministers have access, is it being complied with? Under the British Shipping Companies Exemption Order, 1948, statutory protection was given to British ship owners who claim that the disclosure of balance-sheet information would give advantage to foreign competitors. The Jenkins Committee, 1962, set up to investigate the exemptions, recommended that these exemptions are essential. Only the British Shipping Board of Trade and the British Ministry of Transport have access to the shipowners’ confidential information. —Yours, etc., J.M.R. June 13, 1970.
