General As Candidate (N.Z.P.A.-Reuter—Copyright) RIO DE JANEIRO, October 8. The members of the high command of the Brazilian armed forces have unanimously chosen General Emilio Garrastazu Medice, who is 63, as their candidate to succeed the ailing President Arthur da Costa e Silva.

The general, who commands the 3rd Army in Southern Brazil, is thus virtually assured of the Presidency. Little is known of his personality or political views, because he is a relatively obscure general who served for two years as chief of Brazil’s internal intelligence service. But he is expected to follow the main lines of the policies of President Costa e Silva, who was partly paralysed by a stroke more than a month ago, after completing only half of his four-year term of office.
