Big Changes Forecast

WELLINGTON, February 25. A special report on the efficacy of the Borstal training system in New Zealand is expected to be released by the Minister of Justice (Mr Hanan) within a few days. The document is likely to recommend sweeping changes to the present system. Sources in Wellington say the reforms are a consequence of a Justice Department finding that 70 per cent of released Borstal trainees offend again within three years, and that more than half the new offences are classified as serious. The report is likely to recommend that in future the Borstals should be limited to about 60 youths instead of about 200 as at present.
