Hong Kong authorities expected that the 15 persons held by China since last Sunday when three yachts were stopped during a holiday cruise to Macao, would be released within a few days, usually reliable sources said yesterday. The authorities continue to treat the case as a local incident, probably caused by China’s instructions to its frontier forces to take extra precautions against sabotage and intrusions during the Chinese New Year holiday.

They continue to regard it as a warning, intended to keep people on their toes during the later period of the Chinese cultural revolution, rather than a specific warning against foreigners. Officials in Hong Kong do not take as serious some speculation that the yachts were detained because they had United States nationals aboard.
