The security for such loan shall be a Special Rate of .0901314 cents in the S on the Capital Value of al! rateable property tn the County Town area. NOTE: It Is not proposed that a special rate be levied to meet Annual Loan Charges but that such be met from present Halswell County Town revenue. Any person having any ob.
