Town Hall Contract
Sir, —I read with great Interest the article on the signing of the contract for the new town hall. The contractor’s determination to complete this contract in three years was highlighted by the wager for a case of champagne. This raises a most interesting and vital question. At what stage is this contract going to be declared completed? Is completion the time when the building is occupied, the completion certificate issued by the architect, or the final payment made to the contractor and sub-con-tractors? Having had close association with the building industry for some years, I suggest this point should be settled now, as there can often be years in the difference between these dates.— Yours, etc., CHAMPAGNE CHARLIE. However, the issue will largely depend on the recommendation of the architects at the time and take regard for all circumstances then obtaining. 1 will honour the wager in the spirit in which it was entered into and I am sure Mr Luney will do likewise.”]
