Sir,—New Zealand Sea Products is dangerous ground, as you say: but I think there is a case here. Any aid given should be strictly defined and related to naval defence. These fine seagoing ships can have a defence role that is not properly understood. They are ideal seaward patrol vessels. They can easily be fitted both as mine-sweepers and mine-layers. With their electronic fish-finding gear they are natural submarine hunters. The money for this type of vessel could well come out of the Defence vote. The terms of the loan should include, besides interest, the following requirements: (1) the necessary structural provisions for gun mountings and other defence gear to be incorporated in the design; (2) a stated proportion of the complement to be R.N.Z.N.V.R.; (3) ships to be available for a fortnight a year for naval training.—Yours, etc., R.
