Explanation Of Extension (N.Z. Press Assn.—Copyright) SAIGON, April 22. The South Vietnamese De fence Minister, Mr Nguyen Van Vy, had said that his Government was drafting 268,000 men as replacements for American and other allied troops who might be going home, United Press International reported. “At the beginning of 1969 a part of the allied troops might be withdrawn,” General Vy said at a meeting of industrial and labour leaders and members of the South Vietnamese Congress. The Defence Minister said 184,000 men had already registered for the draft under the Government’s mobilisation programme. He denied rumours that women between theages of 18 and 25 would be drafted.
