Educationist Slates School Certificate

AUCKLAND, April 23.
School Certificate should be abolished and replaced by internal school leaving examinations, the retired principal of Wellington Teachers College, Mr W. J. Scott, told an Auckland Headmasters’ Association extension seminar today.
He said education should make pupils responsible citizens by applying as far as possible—as well as studying —the principles and methods of democracy. National external leaving examinations denied many pupils their right to full de-
velopment as responsible members of society. External leaving examinations which passed a set percentage of pupils were wrong because this denied the young people that right. The department regarded school certificate as a general measure of the completion of a satisfactory secondary course.
There was something wrong when this was beyond the range of 60 per cent of secondary pupils. The change to single-subject passes in school certificate meant more would get a certificate; but this would do little to lessen the domination of an examination, or the emphasis on central core subjects—which were given more importance than they deserved, said Mr Scott.
