SAIGON, March 5.

The United States was attempting to return three captured North Vietnamese seamen to Hanoi as a good-will gesture for the Communist release last month of three United States pilots, American officials said today. They said, if successful, they hoped the return would pave the way for the release of more United States pilots shot down and captured on bombing missions over the North. Informed United States sources said a third-country intermediary had been asked by the American Embassy to make travel arrangements for the three prisoners to Hanoi. They said there were “no strings attached,” and that North Vietnam would not be obligated to respond in any way.
