Greater Relief For Needy Americans

SAN ANTONIO (Texas), January 3.

President Johnson has signed into law a Social Security Bill which will bring larger benefit cheques to 24 million people with effect from March.

He said it would lift one million Americans above the poverty line. Mr Johnson hailed the new measure as the greatest stride forward since the social security programme was launched in 1935. At the same time, he assailed America's separate welfare system as “outmoded and in need of a major change,” and created a special commission to look into all aspects of welfare and related programmes, and make recommendations for constructive improvements. In particular, the President criticised Congress for imposing “severe restrictions on the welfare programme affecting mothers and needy children.”

“The welfare system today pleases no-one,” he said. “It is criticised by liberals and conservatives, by the poor and the wealthy, by social workers and politicians, by whites and by Negroes in every area of the nation.”
