Premier May Resign (N.Z.P.A.-Reuter—Copyright) VIENTIANNE, Sept. 18. The Laotion Premier, Prince Souvanna Phouma, was expected to resign after his failure to get National Assembly approval for his Government’s Budget, informed sources said yesterday. The move would jeopardise the country’s fragile neutrality established by the 1962 Geneva accords and have possibly far reaching consequences throughout Southeast Asia. Prince Souvanna failed to get approval of the Budget on Friday and the assembly turned down a modified Budget yesterday. It was regarded as a vote of no confidence for the Government.
