Restriction In Ellesmere
Approval was given by the Ellesmere County Council, at its monthly meeting to a proposed by-law requiring hawkers and other itinerant traders to obtain a licence before operating in the county. One effect is that organisations desiring to hold shop days must apply to the council for a licence.
For shop days held for chartity no fee will be charged. The by-law is to counter an increasing tendency for individuals and firms to set up stands at roadsides, especially at week-ends.
There had been several instances of building work being done without permits, reported the council’s building and health inspector (Mr V. M. Challis). Warnings had been given to offenders. The council considered the case of the resident who had proceeded with buildings on his property without first obtaining a permit. The erection had violated the building by-laws in that, although it was on a boundary line, fire proof requirements had not been complied with. The position had been aggravated by the fact that the inspector had pointed out the requirements to the offender who had chosen to complete the building before securing a permit, the report said.
The council decided to inform the offender that the building must be made to Comply with the section of the by-laws on fire-proof walls on the boundary within one month, failing which further action would be taken.
Members spoke in appreciation of the service given by Cr. E. J. Stalker as representative of Ellesmere and other districts on the North Canterbury Catchment Board and a resolution of thanks was carried. Cr. Stalker recently resigned from the board. The ehairman (Mr W. E. Walker) and Cr. Stalker were asked to interview a suggested nominee for the vacancy.
