Communists Behind (N.Z. Press Assn.—Copyright) ROME, June 13. The Christian Democrats took an early lead over the Communists tonight in substantial returns in the Roman province of Italy’s local elections. With about half the vote counted in the province of Rome, where the Communists hope to emerge as the largest single party, the returns were:—Christian Democrats: 301,538 votes, or 30.5 per cent, a gain of 1.35 per cent over the last provincial elections in 1964. Communists: 261.650 votes, or 26.5 per cent, a loss of 1.54 per cent. Nearly five million voters —l3 per cent of the electorate— are providing a first test of feeling for the four-month-old Centre-Left coalition of the Prime Minister (Mr Moro) in three provinces and 168 districts and municipalities.
