fN.Z. Press Association) WELLINGTON, May 3. The New Zealand Rugby Union is powerless to act on the grading of the New Zealand Colts representative, H. P. Milner. The union council decided this tonight when considering a request for a ruling on Milner’s senior status from the Hawke’s Bay Union. Milner, a pupil at Te Aute College, has been prevented

from playing representative Rugby by the college authorities and is at present palying for the school in the Central Hawke's Bay junior competition. Mr J. N. Millard said the grading of Milner related to his school and how the school was graded was the domestic union’s concern. Mr C. A. Blazey said it would be difficult preventing a boy playing for his school.
