The Vatican Council this • week will debate an eagerly- ' awaited decree on “The E Church and the Modern World” which touches on such issues as birth control, social - justice, nuclear warfare and : racial equality. The debate may begin to- • morrow if the bishops have - time after concluding discuss sion on a series of proposi- ; tions on Eastern-rite Catholics and dealing with votes on a seventh chapter of the decree , “De Ecclesia” (on the church). The decree has four chapters and five supplements or ' appendices which have the status of “working papers” issued under the responsibility of sub-commissions which drafted them to take up world problems in detail. The decree, expected to produce sharp divisions between : progressives and conserva- ; tives, does not alm at giving : the church’s answer to all i modern problems, but rather : admits that the church does ■ not have all the answers and : is seeking them, according to : council sources. :
