The decree has four chapters and five supplements or ' appendices which have the status of “working papers” issued under the responsibility of sub-commissions which drafted them to take up world problems in detail. The decree, expected to produce sharp divisions between : progressives and conserva- ; tives, does not alm at giving : the church’s answer to all i modern problems, but rather : admits that the church does ■ not have all the answers and : is seeking them, according to : council sources. :
