Concern In S. Africa (N. Z.P. A.-Reuter—Copyright) PRETORIA, September 2. Dr. H. Verwoerd announced yesterday that the nature and extent of recruiting for Mr N. Tshombe’s Congo Army had reached a stage where it might have to be limited in the interests of South Africa’s own manpower. Unless the warning was heeded the Government would take steps, by passport control or other measures, to prevent any undesirable exodus from the republic to the detriment of its economy, he said. South Africa had a manpower shortage which had to be met by state-aided immigration. Large numbers of citizens or immigrants could not be allowed to disrupt the labour market as a result of their spirit of adventure or for other reasons, he said.
