President Johnson yesterday was reported ready to send Federal reinforcements to New York City to help contain racial rioting in Harlem but only if such assistance was requested by local authorities. The White House Press Secretary (Mr George Reedy) was asked whether any move had been made to give New York officials Federal help to maintain order in Harlem. “The President has made it clear that any time local authorities feel they need help in keeping law and order, we stand ready to help,” he replied.
