No Congolese official attended a farewell ceremony yesterday for the final withdrawal of United Nations troops from the Congo—the last of many slights which the force has suffered.
Yesterday, on the fourth anniversary of independence, the government of Mr Cyrille Adoula resigned as its mandate expired but President Kasavubu asked the Cabinet to stay in office until a new constitution has been approved. A national referendum is in progress and early returns from Leopoldville show an 87 per cent “yes” for the constitution. Independence Day celebrations which usually include a military parade, were cancelled to allow the referendum to be completed. Either one or all of the present and former Congolese leaders may take up a transitional government. Under the new constitution the transitional government will rule for up to nine months, during which time an election will be held. United Nations casualties in the Congo numbered 126 killed in action, 75 fatally hurt in accidents and 34 deaths from natural causes.
