CONFERENCE DEBATE

Implications For Future

(N.Z. Pref Assn —Copyright > LONDON; June 30. The coming Commonwealth Prime Ministers’ conference was seen by many participating governments, not least by Britain, as a crucial test foy the future of the Commonwealth, the “Financial Times” foreign editor said yesterday. What remained uncertain was whether the debate would prove to be a propaganda battle conducted with the fullest possible publicity. If it did, the crisis of confidence within the Commonwealth would certainly be made more acute. Increased membership, the political divisions and disputes between members and the frequent lack of consultation before individual countries took steps embarrassing to other members had "undoubtedly” weakened Commonwealth links, he said.
