AUCKLAND, May 28.

Concern at the Napier City Council’s request for legislation allowing it to erect a motel on a public reserve has been expressed in a letter to the Minister of Internal Affairs (Mr Seath) from the interim committee of the Federation of Residents’ and Ratepayers’ Associations. In a statement today, the chairman of the committee (Mr G. N. Caldwell) said the committee felt such a bill would create a dangerous precedent which might encourage local bodies to act outside the law in the belief that their actions could be legalised by subsequent acts of Parliament

“The passage of the bill could lead to the commercialisation of public reserves by mercenary - minded loyal bodies," he said. “The public will not take kindly to any encroachment upon their right to the use and enjoyment of public parks.”
