Successor
Mr Ranieri Mazzilli, president of the Brazilian Congress, has been sworn in as President in succession to President Joao Goulart, and said in a broadcast that calm reigned throughout the country. He is President of the Chamber of Deputies and next in line of succession, but the succession’s legality could be disputed because President Goulart has not resigned. President Goulart’s situation, however, is tenuous. Militarily, he had the declared support of only one of Brazil’s four armies, the southern-based Third Army, and questionable support from the Marine Corps and some elements of the Rio de Janeiro-based First Army, which is believed completely pro-Goulart. Politically, the governments of 10 of Brazil’s 22 States
have joined the revolt. They are Minas Gerais, Guanabarra, Goias, Parana, Rio Grande do Sul, Santa Catarina, Mato Grosso, Sao Paulo, Bahia, and Sergipe.
