PUNISHING OFFENDERS

Reparation System (N.Z. Press Association) AUCKLAND, Oct. 28. A reparation system under which offenders can be punished for their crimes while remaining in the community was advocated by the Secretary tor Justice (Dr. J. L. Robson) in Auckland today. Welcoming delegates to i the fourth conference of Australian and New Zealand penal administrators. Dr. Robson said he believed this concept would be just as effective as sending people to institutions. .
