PUNISHING OFFENDERS
Reparation System (N.Z. Press Association) AUCKLAND, Oct. 28. A reparation system under which offenders can be punished for their crimes while remaining in the community was advocated by the Secretary tor Justice (Dr. J. L. Robson) in Auckland today. Welcoming delegates to i the fourth conference of Australian and New Zealand penal administrators. Dr. Robson said he believed this concept would be just as effective as sending people to institutions. . Tlhe best ideal was to keep I people out of the prison climate and all its complications, he said. At least half of those who went to prison in New Zealland did not return, which prompted the question of whether punishment was always based on national grounds. “Is it necessary that so jnany should be punished . ke this to satisfy the deInand for punishment when we know that more than half M them will never netum,” fr asked.
