(N.Z. Press Assn.— Copyright) WASHINGTON, Aug. 31. The Moscow - Washington “hot line” came into use at 8 am. today. A test message sent from the Pentagon to the Kremlin said: “The quick brown fox jumped over the lazy dog’s back. 1 2 3 4 5 6 7 8 9 10.” The 10,000-mile, round-the-clock line has been installed as a safeguard against accidental war. It will allow President Kennedy and Mr Khrushchev to be in almost instant communication, if necessary. The line, which goes through London, Copenhagen, Stockholm and Helsinki, was agreed upon in Geneva on June 20.

Citizens of Tokyo today observed the fortieth anniversary of the Great Kanto Earthquake which devastated Tokyo and its district in 1923, killing 58,000 persons. About 23,000 fire-fighters were mobilised todlay for a practice drill on the assumption that a similar earthquake had hit Tokyo.
