Waimairi Council’s Discussion

Why the Waimairi County Council finance committee had accepted a quotation for two trucks, at a cost of £4032, instead of the lowest tender, £3850, a difference of £B2, was queried by Cr. A. E. Wagner at a meeting of the Waimairi County Council last evening. Cr. Wagner asked on what grounds the lowest tender had not been accepted.

Cr. J. H. Reynolds said that the council had found that it had received excellent value for the money paid for the type of trucks recommended by the committee over the last two years. The mechanical staff and drivers could not be expected to service a "conglomeration of types of vehicles,” said Cr. Reynolds. Cr. W. E. Cassidy said that he could not see why the lowest tender should not be accepted. No reason had been advanced why one type of vehicle was better than the other.

Cr. Wagner said that he could not understand why the matter had been dealt with by the finance committee instead of the works committee. Cr. C. L. Austin said that this was because the finance committee had, with the approval of the council, laid down certain maximum amounts to be spent by the council on various equipment. After further discussion, the council rejected Cr. Wagner’s amendment that the lowest tender be accepted.

Cr. Wagner, later in discussion of the finance committee report, said he had an interest in a company connected with a certain type of earth-moving machinery, but he asked permission to speak about a tender, recommended by the finance committee, for acceptance of another make. The chairman (Mr J. I. Colligan) said it was up to Cr. Wagner whether he spoke on it

Cr. Wagner said he had nothing to say in criticism of the particular type recommended by the finance committee, but he felt that this model was too light to do the work. After discussion the council agreed to set up a sub-com-mittee to decide whether the particular model and type was capable of doing the work required.
