Charge By Cuba

Cuba yesterday charged that her expulsion from the Organisation of American States was a violation of the United Nations Charter. Cuba asserted in the United Nations that the Uni’ed States had gone to the Punta del Este conference wi h "a bag of gold and a dagger ”
The chief Cuban delegate (Mr Mario Garcia-Inchaus-teaui) alleged that the Americans had bought votes at the hemisphere Foreign Ministers’ meeting with promises of economic aid.
He was opening a debate in the General Assembly’s main political committee on the item proposed by Cuba last September that the United States had interfered in her internal affairs and wes planning “aggression.” The United States resident representative (Mr Adlai Stevenson) said in reply that the problem of Cuba was not something between Havana and Washington alone but between Cuba and all the American Republics. He said the United States “deeply regretted” Cuba’s estrangement from the interAmerican system and her seat would remain ready for the “early return of a Government truly responsible to the 'will of the Cuban people.” A Soviet-backed resolution co-sponsored by Czechoslovakia and Rumania, would have the General Assembly call on Cuba and the United States to settle their differences through negotiation.
The Western Allies would now need to re-exam-ine their trade policies with the Cuban Government, the United States Secretary of State (Mr Dean Rusk) said in Washington.
