"TROUBLE IN BRIEFCASE”
Sandys Leaves For Rhodesia (N.Z.P.A .-Reuter—Copyright) LONDON. Feb. 6. The British Secretary of State for Commonwealth Relations (Mr Sandys) flew to Rhodesia tonight with a packet of potential trouble m his briefcase. He will meet the Rhodesian Federal Prime Minister (Sir Roy Welensky) for talks on the future of the Federation, and the trouble in the briefcase is Britain's new plan for a constitution for Northern Rhodesia.
Its details are being kept secret, but there is a grow, ing belief in London, stimulated by press reports, that the plan will give the territory's 2.500,000 Africans a small majority—of perhaps three—in the Legislature for the first time This is the third Constitution to be proposed in a year. The other two failed. The African nationalist leader, Mr Kenneth Kaunda, has already threatened to call a general strike to paralyse the country if the eontitution does not measure up to nationalists* aspirations for political advancement.
