Passengers On Bicycles
Sir, —There are apparently certain regulations concerning the safety of passengers in delivery vans. Is it or is it not an offence to carry a passenger on an ordinary bicycle, except, perhaps, where small children are carried in properly constructed seats? This seems to be a fairly straightforward inquiry to which somebody in authority should be capable of providing an equally straightforward answer.—Yours, etc. ROAD SAFETY. October 7, 1960. [Although some local bodies have by-laws against carrying a passenger on a bicycle, there is no standard regulation, according to the District Officer of the Transport Department (Mr D. L. Hogan). However, there are regulations concerning the type and position of the seat on which the child is carried. According to the superintendent of the Christchurch City Council’s traffic department (Mr G. P. Kellar) there is no by-’ law in Christchurch prohibiting carrying passengers on bicycles.]
