Coloureds In S.A. To Be Segregated
PRETORIA, December 7. The South African Prime Minister (Dr. Verwoerd) today announced a sweeping segregation programme for the separate development of South Africa’s 1,400,000 coloureds-—people of mixed races—most of whom live in Cape Province.
He said the airti was to form a self-governing . community of the coloureds. The Union Council of Coloured Affairs would be allowed to develop into the governing body for the coloured community, he said. A new department would be established, under a Minister, to look after coloured affairs. Dr. Verwoerd said the object was to ensure the development side by side of the white and coloured populations, each retaining its own identity. He said the “powerful programme of socio-economic development” envisaged under the scheme included:
An effective development programme for the present coloured rural and settlement areas, by establishing a system of local government.
A development and investment corporation would be established for the coloureds. Coloured technical schools would be established and proposals studied for allowing coloured parents to share in the control of coloured education. The Department of Coloured Affairs would place coloured welfare activities in the hands of the coloured people.
The Union .Council of Coloured Affairs, established last year, will be reorganised to include more elected members and its functions broadened.
He defended the system of job reservation, which restricts certain jobs to certain races. Dr. Verwoerd said it would protect coloureds from unfair competition from the Bantus—fullblooded Africans—and he promised that more attention would be paid to the needs of the coloureds.
Dr. Verwoerd announced recently a decision not to allow coloured representatives in Parliament. They will continue to be represented by four white members of Parliament. The Nationalist Government removed coloureds from the common voting lists in 1956. Dr. Verwoerd said plans "along the same lines” for separate development could be considered for the Indian community of some 500.000 "should this community show signs of co-operation on this basis.” '
