CONGO’S PREMIER
No Agreement

LEOPOLDVILLE, June 23
The search for the Congo’s first independent government will continue today with the situation complicated by the surprise defeat of the Prime Ministerdesignate, Mr Patrice Lumumba, in the Senate.
His nominee for the presidency of the new Upper House was defeated by two votes by a candidate put forward by the allies of Mr Joseph Kasavubu, Mr Lumumba's rival in the struggle for power. This put all predictions of the country’s political future in the melting pot again with only eight days to go before independence Observers thought Mr Lumumba might now repeat his earlier offer to make Mr Kasavubu Head of State with himself as Prime Minister Mr Kasavubu earlier rejected this offer, but was unaware at the time of Mr Lumumba’s power in the Lower House, which was demonstrated by a series of victories
But after last night's Senate vote, it was thought Mr Lumumba might renew his offer to make Mr Kasavubu Head of State, and the offer might be accepted
