A Communist plot to assassinate President Carlos Garcia and other top Philippine officials was uncovered today, the Philippines Government reported. Officials said the assassination scheme was documented tn papers captured with the arrest last night of Silvestre Liwang. described as the second-ranking leader of -the rehellmu.Communist - led Hukbalahap U United Press International said the Philippines Government s military intelligence section was evaluating the captured documents to discover the extent of the plan to kill President Garcia at one of his public appearances.
