West Germany and Japan, according to a survey in “The Times” today. This was particularly the case in Japan, where unemployment was defined so that the figure excluded perhaps as many as 5m under-employed. The figures for France and Italy excluded unemployed workers who were not registered and those for the United States did not include unemployed workers among the 30.000,000 who were not covered by unemployment insurance.

In Canada, there were several different methods of assessing unemployment, “The Times” saia. The estimate there, might be slightly on the low side. Some of the figures referred to unemployment on a given day in the month named and others were weekly or monthly averages.
